City staff presented annual water‑use statistics showing total pumped volume below 300,000,000 gallons — the lowest in at least 15 years of available records — and an average per‑capita per‑day usage of about 183 gallons last year. Staff attributed much of the decline to reduced outdoor irrigation and compared regional figures, noting nearby communities with ongoing conservation programs have much lower per‑capita rates.

Staff also reviewed the 2025 budget calendar and emphasized two dates that set the calendar: the county clerk’s estimated city valuation (expected around June 17) and the statutory deadline for responding on the revenue neutral rate (July 19). Because the commission typically needs two meetings to consider budget materials, staff proposed presenting budget information at the June 17 meeting and again in July so the commission can provide direction before the July 19 deadline.
