Speaker 3 described scenarios that drove the proposal, including situations where an adult child’s earnings would otherwise push a household over an eligibility threshold. Two members (Speaker 1 and Speaker 5) stated earlier in the conversation that they would need to abstain from the matter because of personal circumstances; Speaker 3 took the portion of the item forward and moved the recommended amendment. Speaker 2 seconded and the committee adopted the recommendation on roll call.
The amendment as discussed would require contributing household members aged 25 and older to provide tax returns and other documentation to verify income. Staff noted the item can be amended again pending further input from council members not present at the discussion.
The committee did not provide a numerical estimate of how many households will be affected or the budget implications; it agreed to include a process for verifying household income and to revisit language with absent members as needed.
