The Caldwell County Board of Commissioners voted Feb. 23 to support a sales tax reinvestment fund distribution of $552,000 to Vista Ventures to advance acquisition and preparation of a 15.38-acre site at 4016 Lower Cedar Valley Road for industrial development.
During the presentation Ashley Bolek corrected a slide error, saying the property is "actually 15.38 acres," not 15.91 acres as the slide originally listed. Staff said the county negotiated a purchase price of $525,000 and requested the additional $27,000 for closing costs and due diligence, bringing the total request to $552,000. The property is inside the town limits of Sawmills and in its extraterritorial jurisdiction; staff said closing could occur approximately April 30, 2026, subject to seller timing, and that the county requires a rezoning approval from Sawmills (from R-15 to General Manufacturing), a certified third-party compaction test, and an updated survey as conditions of closing.
Staff said funds are budgeted in the sales tax reinvestment fund and that Vista Ventures would handle the closing of the associated transaction. A town official from Sawmills attended to show municipal support. After closing the hearing with no public speakers, a commissioner moved to proceed with the sales tax reinvestment action and the board voted to approve the request.
The board's action authorizes staff to move forward with the transaction under the stated conditions; zoning and technical approvals (survey and compaction test) remain prerequisites before development can proceed.
