Marshall City Council voted to express support for state legislation (Senate File 3676 and House File 3382) that would clarify Southwest Minnesota State University's authority to sell beer and wine at its Residence Activity (RA) facility and at its football stadium during events.
The mayor introduced the item and Sharon and another council member summarized background: the bills mirror legislation previously proposed by Minnesota State University, Mankato, and would streamline the licensing path for state-college-owned facilities otherwise limited to temporary or caterer-based arrangements. City clerk Steven explained that, even if the state legislation passes, SMSU would still be required to return to the city for a local public hearing and apply for a wine license under city procedures.
A council member asked whether other campuses already have such authority; the clerk and mayor noted the University of Minnesota has that authority by prior special legislation. Council member Craig moved for the city to provide support for the two bills and the motion was seconded and passed.
The council's resolution is an expression of support for state-level legislation; it does not itself change local licensing procedures. Any local approval of a campus license would require separate city action and a public hearing, as the city clerk stated in the meeting.
