A number of routine and time-sensitive items were handled by the Indian River County Board of County Commissioners on Feb. 24.
Federal transit funds: Brian Freeman, MPO staff director, presented an application for Federal Transit Administration Section 5307 operating assistance in the amount of $712,014 (leftover FY2021 funds). The board opened and immediately closed the public hearing with no public comment and approved submitting the application and accepting the funds.
Rezoning rehearing: The board reopened a quasi‑judicial hearing on a rezoning request from Hyers (Hires) Properties LLC to rezone approximately 18.08 acres from A‑1 to RS‑3 for a low‑density single‑family subdivision after staff and the county attorney said the adopting ordinance had been omitted from the January packet. Patrick Murphy again summarized staff’s recommendation of consistency with the comprehensive plan and the board moved to approve the ordinance; the transcript records procedural confusion about the prior hearing’s recorded vote but no new roll‑call tally was provided.
Gifford WRF drain line replacement: Sean Lieske, director of utility services, reported that an internal drain line at the Gifford Water Reclamation Facility was found structurally failed and required full replacement. The board approved re-appropriation of capital funds in the amount of $532,875 to replace the line and deferred a previously planned filter project to cover the cost.
Other actions: The consent agenda was approved as amended; the board also approved the second amendment to the solid‑waste franchise and other items recorded elsewhere on the agenda. The meeting adjourned at 11:47 a.m.
