Mr. Hiltz presented the coastal‑site plan materials for 25 Commerce Street, explaining the project is a reconstruction 'in kind' of a roughly 100‑year‑old seawall with granular backfill contained within a geotextile filter fabric. He said the upland property — the Crystal Ice facility — is paved and channels runoff toward the wall, and the repairs will address settled or failed sections of the wall while improving stormwater retention and preventing contaminants from entering the adjacent waterway. "Basically, we're simply repairing a section of the seawall in kind and in place with some improvements on the land side," Hiltz said.
Staff and commissioners said the commission had previously reviewed the DEP certificate‑of‑permission materials and that the current submission matched prior materials. After brief discussion that confirmed the design intent, a commissioner moved and the commission voted to find the project consistent with the Harbor Management Plan; the motion carried by voice vote. The commission did not issue permits at the meeting — the finding is an advisory consistency determination to be recorded in comments to the coastal site review.
