The Mayor and Council voted on Jan. 12 to extend Berlin's moratorium on establishing tattoo businesses while the town continues to press Worcester County to add proactive tattoo inspections to the county health department's scope.
Mayor Zach summarized the town's position: Berlin would like annual, proactive inspections of tattoo establishments similar to other permitted businesses, but the town lacks the county Board of Health's adoption necessary to delegate that scope. The town has drafted guidelines and met with county health staff but said the county commissioners have not agreed to place the policy change on their agenda.
Council members expressed frustration at delays and agreed to continue advocacy with neighboring municipalities and at the state level. An amendment to the proposed extension authorized the mayor to send a renewed letter to the county commissioners asking them to reexamine the county health scope and to document that request in council minutes. The moratorium extension as amended runs through Jan. 31, 2027, unless the county implements a solution earlier.
Council member (unnamed) framed the moratorium as a temporary measure until proactive public-health oversight can be implemented: "We would like to have proactive inspections. Meaning that annually, Jack's tattoo establishment would be checked for cleanliness..." The council asked staff to continue collaborative outreach and to report back if county action is forthcoming.
The extension does not change existing draft town guidelines but preserves Berlin's authority to require inspections if county action remains absent.
