The Muskego City Common Council on Feb. 24 conducted a public hearing and the first reading of an ordinance (Ordinance 15‑07) to change a parcel on Ryan Drive from RSE (suburban estate) to RS2 (suburban resident) at the request of Autumn Penn LLC, represented in the record by Sean Leiber and Dan Reichardt.
City planner Adam explained that RS2 zoning allows minimum 20,000‑square‑foot lots where city sewer is available, with minimum lot widths and other dimensional standards; he emphasized that rezoning determines permitted lot size and width but does not itself guarantee a specific lot layout or lot count. The developer’s recent plan shows a conceptual 19‑lot layout but the planner said the zoning approval would not lock in an exact number of lots.
During the public hearing several residents raised concerns about stormwater runoff, pedestrian access and traffic. Resident Sam Stefan said past overtopping events have affected Ryan Drive and asked whether the project would worsen runoff and whether a walking path would be publicly accessible. Adam replied that developing the currently vacant site will require compliance with DNR and MMSD stormwater standards and that, overall, runoff should be cleaner and better controlled under properly engineered development plans.
Residents also asked about future stub roads and whether additional connections to adjacent roads might be provided; planner Adam said preliminary plat review — the next step if zoning is approved — is the appropriate venue to consider road stubs and conditions such as trail connections. The council held a first reading; the ordinance will return for a second reading and final council vote at the council’s next meeting (March 10, 2026).
