Putnam County commissioners voted Feb. 24 to rezone roughly 356.8 acres at 960 CR 20 A in Hawthorne from Planned Unit Development to Agricultural Estate, adopting Ordinance No. 2026-007 amending Ordinance No. 2024-12.
Michael Graves, Planning and Development Services, told the board the applicant, CR 20 A Real Estate Holdings LLC, requested the change to allow agricultural uses and noted the site’s future land use is rural residential. Graves identified potential jurisdictional wetlands on the property and said the parcel lies partly within FEMA flood Zones X and A. “Staff has recommended approval of the request to amend the zoning map from planned unit development to Agricultural Estate,” Graves said.
Graves said the planning commission unanimously recommended approval, and he cited the county’s land development code and comprehensive plan as the basis for staff’s finding that the rezoning meets locational requirements. After the presentation, Commissioner Harvey moved to approve the rezoning and Commissioner Newbold seconded; the board voted by voice and the motion carried.
The ordinance adopted by the board specifies that intensive agriculture will not be permitted in the AE district and references land development code provisions governing development rights for properties rezoned to AE. The presentation to the board included aerial imagery, floodplain and wetlands mapping, and a discussion of access from CR 20 A.
Next steps include permitting reviews required under the land development code should the owner pursue development or other uses permitted in the AE district.
