Alderman Theiss asked the Public Infrastructure & Utilities Committee on Feb. 25 to give Board Bill 110 a 'do pass' recommendation to vacate a short east–west portion of an alley between Newstead and Taylor off St. Louis Avenue so a commercial senior-housing development can consolidate parking and secure its property. Theiss said much of the block is vacant after tornado damage and that Care Saint Louis owns parcels facing St. Louis Avenue between Newstead and Taylor.
Theiss described the portion targeted for vacation as limited, saying homes that remain would retain access via a north–south alley and cross‑alleys. Committee members questioned the clarity of the map in the bill packet; Theiss agreed to email a clearer, color map to committee members and the clerk. No members of the public were present to speak for or against the bill.
A motion for a 'do pass' recommendation was moved and seconded and the clerk recorded six 'aye' votes. Board Bill 110 was passed out of committee with a 'do pass' recommendation and will move to the next stage of consideration.
