At its 02/24/2026 meeting the Regulation Review Committee considered a series of proposed regulations and recorded votes as follows.
- Reg. 2026001 (Department of Consumer Protection: schedule for license renewal) — Motion to accept the LCO recommendation of rejection without prejudice (moved by Representative Biggins) carried by roll call; members on the record voted yes.
- Reg. 2026002 (Department of Consumer Protection: architecture continuing education) — Committee accepted the LCO recommendation of approval in whole with technical corrections after agency confirmation that the change concerns continuing-education providers only.
- Reg. 2026003 (Department of Consumer Protection: controlled-substance scheduling — kratom) — Committee accepted the LCO recommendation of approval in whole with technical corrections (see separate coverage). The regulation includes an automatic state reclassification clause to track future federal action.
- Reg. 2026004 (Secretary of the State: UCC Article 9 filing procedures) — Committee accepted the LCO recommendation of approval in whole with technical corrections.
- Reg. 2026005 (Commission for Child Support Guidelines: child support and arrearage guidelines) — Committee accepted the LCO recommendation of approval in whole with technical corrections.
- Reg. 2026007 (Secretary of the State: video regulations) — Committee accepted the LCO recommendation of rejection without prejudice (motion by Representative Biggins).
- Reg. 2026006 (Department of Administrative Services: administration of grants for school building construction) — Committee accepted the LCO recommendation of approval in whole with technical corrections after deleting subsection 10-287(c) (application-withdrawal provision) by recorded vote (12 yay, 2 absent, 0 nay).

Several measures will proceed to publication and agency outreach; the DAS regulation will be published after amendment and DAS will provide guidance to districts about special-education reimbursement eligibility.
