A county representative (Speaker 9) told the Grand County Planning Commission on Feb. 23 that the county commission on Feb. 17 approved several land‑use items of relevance to planning, and adopted new impact fees for transportation, parks and the sheriff.
The representative reported the Walking Horse amended subdivision passed unanimously. A conditional‑use permit renewal also passed unanimously but was described as still pending legal review. Speaker 9 summarized the impact‑fee proposal discussed at the county meeting and said commissioners recommended a graduated schedule: transportation fees around $650, sheriff fees $500 and parks fees $1,500 — roughly $2,650 total for a single‑family residence under the consultant’s original numbers.
Speaker 9 also flagged a procedural concern: several commissioners said they were uneasy that some land‑use items were advanced to the county commission before completing legal review. "I'm concerned that we're pushing through items that have not gone through legal review," Speaker 9 said, urging that land‑use matters routinely be routed to legal counsel before commission action.
Multiple planning commissioners endorsed allowing more time for legal review. Speaker 7 suggested a one‑month lead time for items needing legal review so attorneys can complete commentary before the county commission agenda. "It'd just be more efficient that it goes through legal review and come to the county commission," Speaker 9 said.
The planning commission agreed to maintain the existing review process that routes land‑use matters through staff review and legal counsel before being forwarded to the county commission. No formal action by the Planning Commission on the impact‑fee matter was recorded in the Planning Commission transcript; the county representative’s update was informational.
The planning commission said it would continue coordinating with county staff and the commission on timing for ordinance and code changes related to upcoming land‑use work.
