Delegate McQueen told the subcommittee HB 1357 was prompted by constituent complaints and cited specific facilities she said demonstrated serious problems, including Henrico Health and Rehabilitation Center in Henrico County. The bill would convene relevant stakeholders to study nursing-home care, resident safety and operational practices and deliver a report in September 2027.
"Families have come to me with heartbreaking stories... they couldn't get the attention, couldn't get the support from the nursing homes that they should," McQueen said, describing calls from several districts about poorly performing facilities. The sponsor asked the committee to authorize a task force to evaluate quality of care across the commonwealth.
A brief supporting comment came from a stakeholder in the room; with no extended opposition on the record the committee moved to report HB 1357 and re-refer it to the Senate Finance Committee. The clerk recorded the roll as 15-0 in favor.
Next steps: the bill will go to the Finance Committee; the task force, if authorized later in the process, would be expected to convene stakeholders and produce its report by September 2027.
