The Limestone County Commissioners voted to nominate NRG Texas Power LLC to apply for a state sales-and-use tax relief grant under the Texas Enterprise Zone Act, chapter 2303 of the Texas Government Code. The nomination allows NRG to seek enterprise project designation and does not itself grant local tax abatements.
Commissioners opened a public hearing and heard that the award is a state-level sales-use tax relief grant designed to encourage investment and retention. One commissioner said NRG "has been a real friend to Limestone County, and we appreciate that," arguing the company supports local jobs and the tax base. Other commissioners cautioned that enterprise-zone designation can create a pathway for future abatement requests from reinvestment zones.
County staff noted the application deadline for the current round was March 2, but that another round is sometimes available. An NRG representative confirmed the project was not a data center and that the nomination was to allow the company to apply for the grant. After discussion the court approved the nomination; the motion carried with two recorded opposing votes and enough votes in favor to pass.
The commissioners’ action was procedural: it nominates the company so NRG can apply to the governor's office for enterprise project designation through the economic development authority. The court and attendees discussed that any future local abatement would require a separate decision by the court and public process.
