House Bill 2495 received testimony on Feb. 23 from Seattle transportation staff who said the bill would reduce frequent service disruptions by allowing city transportation officials to direct immediate impoundment of unattended vehicles obstructing streetcar operations.
Kelly Simpson (committee staff) explained the bill would grant the City of Seattle authority similar to that provided to regional transit authorities for high‑capacity transit, enabling the city to request impoundment without first obtaining a police officer’s on‑scene authorization.
Allison Arden, City of Seattle streetcar program manager, said streetcar operators encounter obstructing vehicles "about once or twice a day," sometimes requiring passengers and traffic to wait more than an hour for an officer to authorize removal during off‑hours. She told the committee that immediate impoundment would help resume normal operations more quickly, especially during large events like the World Cup and as regional transit expands.
Supporters asked the committee to consider the bill to improve reliability and reduce delays; the committee closed the public hearing without taking action.
