Westfield — The City Council approved a voluntary annexation and its fiscal plan for the Preserve at Cool Creek Phase 2 on Tuesday, moving the roughly 4.7‑acre parcel into the city limits.
Kevin Todd of the Community Development Department presented the inclusion and explained the fiscal plan is tied to the companion annexation ordinance (Ordinance 2605). The resolution adopting the fiscal plan (Resolution 26‑102) and the annexation ordinance were each moved, seconded and passed by roll call with six votes in favor and one dissenting vote.
Todd said the annexation is voluntary and is intended to be considered together with the approved fiscal plan; the parcels are generally located on the south side of East 191st Street. Staff noted the public hearing and required notices had been completed and that bond approval or further financial details would return to council later in the spring if incentives or financing were requested.
The measures are procedural and do not change land‑use approvals for the site beyond allowing the formal annexation process to proceed.
