Ken Bunch of the Lassen Humane Society described a long-running spay/neuter program and recommended continuing and expanding sterilization support to reduce shelter intake. Public commenters said community groups have rehomed hundreds of cats and kittens but that the shelter lacks staffing, weekend hours and an organized volunteer coordinator to sustain a foster program.
Supervisors and staff said a volunteer framework had been prepared previously and that county staff (Pete and others) have materials and contacts; supervisors suggested the volunteer coordinator and interested community members meet to reuse existing documentation and draft a workable plan. No formal action was taken; supervisors asked staff to bring back options for funding, insurance and a coordination model.
