The City of Boulder Cannabis Licensing and Advisory Board unanimously approved a hemp-products manufacturing license for Brand House LLC at a Feb. 23 hearing.
Staff read preliminary findings into the record and said the applicant had been responsive during the review. Multiple company representatives — including Kirk Jordan and Michael Trojan — were sworn in and answered board questions about sourcing, safety and regulatory compliance.
Board members probed where hemp extracts and concentrates would be sourced. Applicants said all material above 0.3% delta-9 would be derived from Colorado suppliers and that finished products would be below 0.3% delta-9 for shipment. "Everything that we're getting that's above 0.3 will be derived from Colorado," an applicant representative said.
Members also questioned a disclosed CDPHE compliance order tied to a prior company affiliated with one applicant. The applicant acknowledged the prior infraction, said it concerned a previous lab, described steps taken to rectify the matter and said they were under a corrective order with remediation expected in approximately two months.
Board members discussed the applicants’ plans for GMP certification and a forthcoming audit; applicants said they had scheduled audits and were adding dietary-supplement controls to meet future product needs. Board member Adam summarized the regulatory context, noting changes in federal definitions of hemp and an implementation window that may affect safe-harbor products in November 2026.
After deliberation a board member moved to approve the Brand House application based on the written materials, staff report, testimony and discussion. The motion was seconded, the clerk conducted a roll-call vote, and the board approved the license unanimously. Licensing staff said they would follow up to schedule inspections and onboarding steps.
The hearing record will be closed into a formal written decision prepared by the city attorney’s office.
