Jefferson County’s Council on Feb. 23 adopted a resolution appointing the county health officer, approved a budget amendment to accept federal grant money for parks, and passed several land-use ordinances in unanimous votes.
The council adopted Resolution R26-0214 on first and final reading to “approve the designation and appointment of the current executive director of the Jefferson County Health Center as the county health officer for Jefferson County, Missouri,” the resolution text reads. The motion to adopt passed by a vote of 5 yes, 0 no.
On budget matters, the council approved bill 26-0234, an ordinance amending the 2026 budget (citing the Home Rule Charter, section 50.622, RSMo 2025) to appropriate additional, unanticipated revenue for the Parks Department to accept grant funds from the U.S. Fish and Wildlife Service. The council perfected the bill and later approved it on third and final reading by a recorded vote of 5 yes, 0 no.
On land-use actions the council approved two rezoning ordinances. Bill 26-0235A1 rezoned parcels in Council District 3 to planned residential (PR1) for the Bellaterra Addition; during public comment Katie Peruta of McBride Homes said, “We support the project. We support the bill as amended.” The council approved the ordinance on final passage, 5-0. The council also approved bill 26-0237, rezoning several parcels to planned industrial (PI) for HJ Enterprises in Council District 1, which passed by a 5-0 vote.
Other formal actions at the meeting included introduction and movement to perfection of bill 26-0255 (a right-of-entry agreement with the Lake Tishomingo Property Owners Association to grade a ditch and improve drainage in District 7) and acknowledgment of the Jefferson County treasurer’s monthly financial report for December 2025, which the council placed on file by a 5-0 vote.
Procedurally, the council amended the meeting agenda to remove bill 26-0236 for consideration at a later meeting; that amendment passed 5-0. The meeting recessed to a closed session under RSMo 610.021, subdivisions 1 and 2 (to discuss legal actions/attorney communications and leasing or sale of real estate), following a unanimous vote to enter closed session. The council returned to open session and adjourned later in the evening.
