The Community Development Recommending Board on Monday voted to recommend allocations of the city's Housing Opportunities for Persons With AIDS (HOPWA) funding, totaling approximately $3.3 million, to six nonprofit providers.
Colleen Duwiger, the city's grant program coordinator, told the board the RFP was posted Oct. 13, 2025, closed Nov. 13, 2025, and that the HOPWA two-year allotment was approximately $3,300,000. "The approximate amount of funding for HOPWA is 3,300,000.0," she said during the presentation.
Member Patricia Haddad Bennett moved the board's recommended slate and read the allocations aloud, including specific dollar amounts for Access to Health Care Network, AFAN, Community Counseling Center, Hope Link of Southern Nevada, Women's Development Center, and Golden Rainbow. Haddad Bennett said, "That we fund access to health care network for their access HIV services Nevada program at ..." as she read the line-item totals. Member McKnight seconded the motion.
After brief procedural clarification and seeing no further discussion, Chair Miller called for a voice vote. The board recorded vocal "ayes" and Chair Miller stated the result appeared unanimous among members present.
Why it matters: HOPWA funds are federal dollars targeted to housing and supportive services for people living with HIV/AIDS. The board's recommendation now goes to the Las Vegas City Council for final approval; Council action will determine whether the allocations take effect.
Next steps: The board's recommendation will be forwarded to City Council for formal adoption. Staff indicated that applicants who did not meet the 70% scoring threshold were not considered for funding.
