The House Education Committee adopted a striking amendment and reported engrossed substitute Senate Bill 6,247 out of committee with a 'do pass as amended' recommendation after broad debate about scope and implementation.
Staff (Ethan) said the bill establishes new budget oversight, reporting and support duties for Educational Service Districts (ESDs), including requirements for ESDs to evaluate the sustainability of school-district budgets and to report identified areas of concern to the school district and OSPI. The striking amendment H3646.1 adds sustainability evaluations, examples of indicators and metrics of financial distress, requires ESDs to report concerns to OSPI (and in some places to the state auditor), and removes a prior provision for state reimbursement up to $750,000 in certain AG legal actions.
Representative Rood, sponsor of the striking amendment, said the revisions were prompted by local concerns (citing Prescott School District) and intended to create earlier intervention and supports for districts that might enter binding conditions. The amendment also modifies reporting pathways for known or suspected fraud to the state auditor and narrows the prohibited rehire language to individuals with direct budget oversight. The chair and other members noted this is a step toward earlier detection and assistance for fiscally distressed districts; Representative Bergquist said she would vote no because she remained uncertain the bill sufficiently solves the problem and had concerns about unfunded mandates.
On the roll call, the clerk recorded 16 ayes, 2 nays and 1 excused; the committee reported the engrossed substitute bill out with a do-pass-as-amended recommendation. The bill now proceeds to the next legislative stage for further consideration.
