Laguna Beach City Council unanimously approved a construction contract to build a new Emergency Operations Center (EOC) at the Community Recreation Center (CRC).
Staff told council they reached back to the low bidder, Triangle DeCon Services, which indicated willingness to hold its original base bid submitted in October 2025 at $989,000. After proposed transfers to consolidate project funds, staff recommended approving a total construction budget of $1,137,000. Staff said, if awarded, a notice of award would be issued and construction could begin within about one to two months with an expected three‑month construction schedule.
Public commenters including longtime committee member Matt Lawson and resident Shelly Beneke urged timely completion, citing seismic and other hazard vulnerability. Several council members thanked staff and community partners for advancing the project.
Council voted to approve the construction contract and associated fund transfers unanimously.
