Council authorizes legal direction and several workers' compensation settlements after executive session; city-manager review results in no action

The Muskogee City Council held an executive session under Oklahoma Statutes, title 25, section 307, to discuss a potential lawsuit, several workers' compensation claims, and the employment/performance of City Manager Kendall Francis.

Following the executive session, the council returned to open session and on a motion directed staff to take the action discussed regarding the potential lawsuit (17a). The council also authorized settlements for the workers’ compensation claims identified in the agenda (17b–17d) by roll-call votes; staff described the motions as authorizing settlement as discussed in executive session. For the employment and performance evaluation of City Manager Kendall Francis (17e), staff reported the session had occurred but "there was no action required on this item," and the council took no further action.

Action taken: 17a directed staff to proceed as discussed; 17b–17d authorized settlement of the specified claims; 17e: no action taken on the city-manager performance evaluation.
