Adam presented a financing resolution as a first step toward a landfill expansion and a new environmental services building. He told the board the combined anticipated financing is about $16 million (landfill plus an $8–9 million environmental services building figure under active development). The landfill bid opening was scheduled for Feb. 26, after which staff expect to present refined figures.
The resolution authorizes negotiation of an installment financing contract and sets a public hearing on March 16 to finalize the finance amount based on bid results. Commissioners discussed the expected multi‑decade capacity for the landfill cell (15–20 years) and noted that retiring other debt will help carry payments.
The motion to approve the resolution and set the hearing was moved, seconded and approved on voice vote. Staff will bring detailed financing amounts and projections to the March 16 meeting.
