The Troy Streets to Safe Streets and Sidewalks Committee on Feb. 23 unanimously voted to move forward with preliminary consent for an Ohio Department of Transportation-managed resurfacing project on West Main Street and asked that emergency legislation be prepared.
City staff member Mr. Titterington told the committee the ODOT project covers West Main from Weston Road to Experiment Farm Road, is currently programmed in ODOT’s plans, and is expected to be an 80/20 cost-share arrangement with Troy paying 20 percent. "Based on right now what we anticipate is going to be about a $135,000 dollars our share," he said. He added the figure is a very preliminary estimate because design and final engineering have not been completed.
Committee members and staff discussed schedule and procurement timing. Staff described the contract "letting" (the formal bidding process) and said construction is anticipated in a July–September 2027 window but cautioned that weather and contract execution could change timing. Another participant noted portions of the procurement could be carried out earlier in the year.
After no public objections, the committee recorded unanimous support to proceed "with emergency" on the preliminary consent item so the city can align with ODOT’s procurement schedule.
What’s next: staff will work with the city attorney to prepare the required emergency legislation and coordinate with ODOT as design and bidding details are finalized. The cost estimates will be refined as engineering progresses; the committee recorded that the $135,000 figure is preliminary and subject to change.
