The Troy Streets to Safe Streets and Sidewalks Committee on Feb. 23 authorized staff to apply for Ohio Department of Natural Resources Clean Ohio Trail Fund and Recreational Trails grants to fund two phases of work on West Market.
Mr. Titterington described the proposal as two phases—Kenton to Nashville and Nashville to the ODOT garage—and said the work could include filling gaps and possible sidewalk reconstruction. He said much of the project would be primarily funded by Ohio Public Works Commission money (OPWC) over a two-year cycle, and the city’s local share would be offset by money the city otherwise planned to spend on sidewalks. "We are asking for emergency legislation because of a grant deadline of March 16," he said.
A staff representative explained the application process, saying staff gathered departmental cost estimates, would include required public notice and a 14-day comment period, and that March 16 is the due date for the application. Committee members voted unanimously to move forward with emergency authorization for the grant application.
What’s next: staff will finalize the grant application package, publish required public notices and a 14-day comment period, and return to the council with an authorization to accept and execute the grant if awarded.
