The Greenville City Council voted unanimously on Feb. 23 to approve an ordinance annexing 145.2 acres owned by 43 Apartments LLC, opening the way for a proposed development the city planner said could yield 192 multifamily units and 50,000 square feet of medical office.
City planner Chris Kelly told the council the property sits in the Northwest quadrant along the northern right‑of‑way of West 5th Street and north of Bee’s Barbecue Road, lies inside the Harris Mill Run watershed (which could require 10‑year stormwater detention), and is in the city’s primary service area and Council Building District Number 1. Kelly also noted the site is currently in the extraterritorial jurisdiction (ETJ) and under section 6 of the GDC charter sanitary sewer could be provided even if annexation were denied.
Paul Meader of Rivers and Associates, representing the developer, attended to answer questions. No speakers rose in opposition during the public hearing. Council discussion focused on traffic at the Bee’s Barbecue/West 5th corridor; members asked staff to confirm DOT review status and whether intersection changes associated with planned Evans Street widening will address local safety concerns.
Council member Scully moved to approve the annexation; Council member Robinson seconded. The motion passed 6–0.
Council did not take final site‑plan or zoning actions at the Feb. 23 meeting; staff indicated the project will proceed through DOT and site‑plan review processes before construction permits are issued.
