The Delray Beach City Commission on Feb. 24 agreed to postpone a workshop after several commissioners said they had not received key materials in time to prepare.
A commissioner said the commission had agreed that workshop documents should be provided by the Friday before a meeting and that those materials were "conspicuous by the absence" that Friday, raising transparency concerns and requesting a delay. Another commissioner called the situation "infuriating," saying, "I'm not happy right now," and apologized to audience members for the inconvenience of attending a meeting they could not properly evaluate.
City staff told the commission some information requests arrived late and were not anticipated as part of this discussion. A staff member said a PowerPoint intended to accompany the presentation had been provided to commissioners on Friday at about 02:55. Staff proposed rescheduling the workshop to Monday, March 9 at 4:00 p.m. and said updated agenda materials would be provided in advance.
Mayor Carney announced a motion to table the workshop and move it to the next workshop session; a second was recorded. Commissioners debated whether a formal vote was required for a workshop and whether to allow public comment at the session. No formal roll-call vote is recorded in the transcript; commissioners confirmed the March 9 date and indicated public comment would not be held at the postponed workshop.
The exchange focused on whether the commission and staff had followed the agreed Friday deadline for distributing materials and on how to proceed with expiring contracts and future grant processes. Mr. Orris told the commission that some existing contracts expire this year and that the workshop discussion would include whether future grants should be structured as reimbursements or through competitive awards.
The commission closed the session after confirming the new workshop date; staff said they would provide an updated agenda and presentation materials a week before the March 9 meeting.
