The committee reported Senate Bill 6291 out of committee with a 'do pass as amended' recommendation after adopting a technical amendment to add a missing definition for an on‑site wastewater treatment system. Matt Sterling, staff to the committee, said the bill extends the maximum time a non‑certified individual may review designs and inspect on‑site wastewater treatment systems under the supervision of a certified professional from two years to four years.
The amendment before the panel — H‑3626.1 — makes a technical correction to reference a definition that is not currently present in the chapter, Sterling said. "Senate Bill 6291 would increase the maximum period ... from the current 2 years to a maximum of 4 years from the date of hire," Sterling told members.
Supporters said the change provides practical flexibility for local governments that employ these workers and helps retain staff. Representative Grama told the committee the bill "makes it easier for local government partners ... to keep their staff, retain their workers, and keep our sanitation systems working properly." Representative Lee said the bill "provides flexibility that is pro‑worker without harming water quality protection."
The committee adopted the striking amendment and then voted to report the bill out with a due‑pass as amended recommendation. Staff announced the recorded vote as 18 ayes, 0 nays, and 3 excused.
The bill will move forward from the committee with the committee's recommendation; no further action was taken in the session recorded here.
