At a Feb. 23 meeting of the Policy and Procedures Committee in Coffee County, members debated changes to the county's draft sick-leave policy and approved a motion delegating staff to prepare a revised document for the committee's final review.
Committee members spent the bulk of the meeting on how to define an "instance" of sick leave, whether doctors' certificates should be required, and whether certain paragraphs should be removed for clarity. Speaker 4 and Speaker 2 said they and others met with a CTAS representative named Heather, who provided a sample policy; members found Coffee County's draft broadly similar to the CTAS sample but identified wording that caused confusion.
The committee settled on treating an "instance" as an absence of three or more consecutive days that would typically require a doctor's certificate while affirming that department heads should retain discretion to determine whether sick-leave usage constitutes abuse. As Speaker 7 read during the meeting, "The department head may require a doctor's certificate after 3 consecutive days of absence when abuse of sick leave is suspected." The committee agreed the paragraph on instances and one related paragraph under "doctor's certificate" were confusing and decided to remove them.
Several members also raised staff concerns about tone. Speaker 6 said referring to sick leave as "a privilege, not a right" had upset employees, calling the phrasing "insulting" to staff who view the benefit as part of their compensation package. Committee members agreed the sentence did not add substantive policy direction and voted to delete it to make the policy read more gently while preserving language that allows action when abuse is documented.
Speaker 3 moved to "authorize Heather to make the changes we've discussed and bring them back to our next meeting"; Speaker 5 seconded the motion. The committee approved the motion by voice vote and directed staff to prepare a marked-up draft showing deletions and revisions for review at the committee's next meeting.
The committee also scheduled its next meeting for March 11 at 5:00 p.m. and adjourned. The revised sick-leave policy will return to the committee for final approval after staff prepares the updated text.
