Roanoke County staff opened a public hearing Feb. 24 to receive comments on a conceptual, unsolicited proposal submitted under the Public‑Private Education Facilities and Infrastructure Act (PPEA) for redevelopment of the Hollins fire station at 7401 Barrons Road (tax ID 27.13‑04‑01‑0000).
George Asa, the county's capital projects administrator, told the Board of Supervisors that the county accepted an unsolicited conceptual phase proposal from G and H Contracting in 2025, solicited competing proposals but received none, and posted the proposal for public review on the county's purchasing website and a local news website (as stated in the transcript). Asa said staff would not present detailed proposal documents at this meeting but would accept public comment as required by the PPEA process and would consider such comments as negotiations proceed. "The statutory required step of the PPEA process is to involve the public by holding a public hearing," Asa said.
The board opened the public hearing and asked whether anyone had signed up to speak; no speakers were registered and the public hearing was closed. Asa reiterated that the board did not need to take action at this meeting and that staff would share further information at a later date.
Next steps: staff will continue negotiations and provide additional information and materials to the board and the public at a later meeting, as required by the PPEA guidelines (including the 30‑day public notice before entering an agreement).
