Mitchell — At a planning board meeting, members approved a site plan for 505 North Main and a three-lot plat for Rodeo Blues LLC; the board heard no public comment and then adjourned.
The plan approval concerned property owned by Matt Evers at 505 North Main in the Central Business District. Speaker 2, describing the project, said the applicant "would like to take down that stucco front" on the existing building, remove a pitched roof behind it and add "a patio with a covered roof on top of it in the front half." The board noted the property is not in a historic district and therefore did not require review by the historic preservation commission.
After the presentation, Speaker 2 moved to approve the plan and Speaker 1 seconded. The board called the vote; Speaker 2 said, "Aye," and Speaker 1 announced, "Motion carried." The board recorded the plan approval as passed.
Later on the agenda, the board considered a plat application for Rodeo Blues LLC in the city of Mitchell, Davidson County, South Dakota. Speaker 2 said the application proposes to split tract 1 into three lots, noted recent alley vacations in the area that are not yet updated in GIS, and described a mutual access easement providing access back to lot 1. Speaker 1 moved to approve the plat, Speaker 2 seconded, both members said "Aye," and Speaker 1 announced, "Motion carried." The plat was approved as presented.
An earlier agenda item — a motion to approve a variance permit — was moved and seconded. Speaker 1 conducted the vote; Speaker 2 said "Aye" and at a later point said, "And I abstain." The transcript records those statements but does not include a final tally or an explicit statement that the variance was approved or failed. The minutes or audio should be consulted for the official vote record.
The chair asked for other business and invited public input, instructing speakers to state their name and concern at the podium and limiting remarks to three minutes. No members of the public came forward. The meeting was then adjourned.
