The California State Senate on the floor on Feb. 24 confirmed four governor’s appointments to the Seismic Safety Commission.
Senator Grove introduced the four file items (51–54) and asked members to support the nominees. Senator Deborah Garnes’s reappointment (item 51) was supported on the floor by Senator McGuire, who cited Garnes’s 12 years of service to the North Coast and leadership during a 6.4-magnitude earthquake response. Senator Grove then introduced Sonoma County Supervisor David Rabbit (item 52), noting Rabbit first joined the commission in 2013 and currently serves as its chair. Cindy Silva (item 53), a Walnut Creek city council member who joined the commission in 2017, and Vincent Wells (item 54), a retired fire captain and paramedic with long service to Contra Costa County fire protection, were each introduced before roll calls.
Each appointment was considered by roll call. The presiding officer announced the recorded results as unanimous for the four confirmations: item 51 (Ayes 37, No 0) and similar tallies for items 52–54. The clerk recorded the confirmations and the presiding officer declared each appointment confirmed.
No formal amendments or dissenting remarks were recorded during the confirmations. Senator Grove asked members to lift the calls and proceed with the remainder of the daily file.
The confirmations were procedural approvals; no new commission actions or budget items were taken on the floor during these items. The Rules Committee had previously reported unanimous approval of the nominees.
