A special meeting of the Town of Pembroke Park commission convened at 6:00 p.m. Monday, Feb. 23, 2026, but was adjourned at 6:04 p.m. after officials determined a quorum was not present.
Mayor Jacobs, who presided over the session, told attendees that he was the only commissioner physically present and said several colleagues had declined to attend. "These 3 commissioners got a combined IQ of 50, and you're up here manipulating them and preventing them from attending these commission meetings so we can conduct town business," he said, addressing Town Manager David Lynch by name.
The mayor characterized the absences as part of a pattern, saying this was the third meeting the same commissioners had missed and that agenda items had been repeatedly removed by the town manager and some commissioners. "They're abandoned their seats, and they're no longer commissioners here in Pembroke Park," he said, adding that essential accountability and town business were not being carried out.
Staff at roll call reported that Vice Mayor Kashem was absent, Clerk Commissioner Hodgkins had not confirmed attendance, and Acting Clerk Commissioner Morrissette was also not present. Commissioner Mohammed was recorded as present. A staff member stated, "Mayor, you don't have a quorum."
No one representing the named absent commissioners spoke during the session to respond to the allegations. The meeting record shows the presiding official planned to invite the Office of Inspector General to the next meeting and to send them copies of the meeting materials and recording; the OIG was not present for the session.
With no quorum, the presiding official adjourned the meeting at 6:04 p.m. He told attendees the commission would "try again tomorrow at 6PM" and noted a workshop scheduled for Wednesday.
