Committee advances uniform intimate‑images civil remedy bill with telecom carve‑out expected

Senator McKell presented Senate Bill 310 as a Uniform Law Commission model that would permit individuals to bring civil actions for unauthorized disclosures of intimate images.

The sponsor said the bill has been adopted in other states and provides a consistent civil framework. He acknowledged rural telecommunications providers had raised concerns and that the committee will see an amendment to carve out internet service providers.

Committee members sought to confirm the bill’s target: nonconsensual sharing of explicit images (including doctored images) in contexts such as schools. Senator McKell said that internet-service-provider carve-outs would be addressed in an upcoming amendment. He moved the bill out favorably and the committee recorded a unanimous favorable recommendation.
