Panel backs bill requiring agencies to report full cost bases for fees

Representative Kristofferson presented HB 318 as a transparency measure to help legislators and fiscal analysts understand the true cost basis for agency fees.

He described learning that some fees were approved without clear cost data and said the bill requires agencies to report full costs, including overhead, travel, training and subcontract costs. The information will go to the governor’s Office of Planning and Budget and the legislative fiscal analysts on a schedule described in the bill.

Committee members confirmed the requirement covers all executive-branch agency fees, including internal service fund fees; Representative Kristofferson said the first year would allow extra time for reporting and that agencies should be ready to provide full cost data for future sessions. Senator Vickers moved the motion and members voted to recommend HB 318 favorably.
