The Village of Clemmons Council voted unanimously on Feb. 23, 2026, to accept the low bid for the village's spring 2026 resurfacing project from APAC (identified in the meeting as "Thompson Arthur").
Manager Gannell presented the procurement results and said the low bidder was APAC. "The low bidder was APAC, or Thompson Arthur, for the amount of $5,545,618 and 98¢," Manager Gannell said during his presentation. Assistant Manager Amy White added that the village received a notice that the liquid asphalt price would increase on March 1, meaning the January bid captured a lower price point. "Thankfully, we're in at the lower price because this was done in January," Amy White said.
Later in the meeting, Speaker 2 moved to accept the bid and read an amount of $545,618.88 as part of the motion record. The transcript therefore records two different dollar figures for the same bid; the council did not reconcile those figures on the record.
