Council advances updated Plan Beavercreek land‑use plan to second reading

Planning staff presented Ordinance 26‑06, the updated land use plan known as Plan Beavercreek, describing community engagement, existing‑conditions analysis, new land‑use categories, and five focus areas for future study.

Staff said the plan is a policy framework—not regulatory on its own—to guide a subsequent zoning code update. The presentation noted gaps between the city's housing stock and demographic changes, identified corridors appropriate for mixed‑use redevelopment, and proposed focus areas such as Dayton‑Xenia Road and Alpha.

Council members thanked the committee and staff for extensive public engagement (multiple open houses and online surveys) and corrective edits. Planning staff recommended approval to move the ordinance to second reading; the council voted to advance the ordinance for a second reading so the zoning code update can follow in the next phase.

The public hearing portion received no comments. Staff noted next steps include zoning‑code drafting and formation of additional focus‑area studies and implementation planning.
