The Huron City Commission on Feb. 23 approved a set of procurement and contract awards for street work, utility repairs, equipment and park facilities, city staff said during the meeting.
Engineering staff recommended awarding the street milling and overlay project (bid 2026-03) to Asphalt Paving Materials Company, saying the low bid came in under the project estimate and covers work including 9th Street West paving and the Broadland Creek golf-course parking lot. "We recommend approval and awarding of the bid," staff said during the presentation. Commissioners asked about roadbed preparation on 9th Street; staff said the contractor will reshape and pack the road before paving.
The commission also approved a manhole spray-lining contract to Key Contracting Inc.; staff described the firm as a long-serving local contractor that previously produced durable results and said the city budgeted about $95,000 for that work.
A quote for an asphalt-float attachment from RDO Equipment was approved after staff reported a post-agenda price reduction to $8,825, leaving the purchase slightly over the $7,500 budgeted amount and requiring use of reserves. City staff said the attachment will be used with existing skid-steer equipment for narrow pavement repairs.
The commission approved purchasing a 1-ton traffic-department truck off the state bid from Lamb Chevrolet for the quoted vehicle price; staff noted a separate service-body installation (estimated at $21,930) will be added later and that total project costs will exceed the vehicle line and be covered using reserves.
For Memorial Park, commissioners approved moving forward with a design-build proposal selection process and awarding the project up to the city's budget cap of $1.2 million to the selected design-builder. Staff said two proposals were received, a review committee scored them, and the chosen team will proceed into contract negotiations and early design work; staff emphasized that some interior equipment and fixtures (for example batting cages and concession stand fit-out) will likely require additional funds beyond the building budget.
The commission also authorized a contract with Global Specialty Contractors Inc. to repair Surf Central features (quote 2026-21) for a quoted amount of $90,205.44, with priority work focused on the lazy river and leisure pool to preserve the facility’s opening date. Staff said contract terms include provisions to avoid additional mobilization charges if work slips and to require reimbursement of lost revenue if contractor delays force a season-opening closure.
All procurement items presented on the consent and bid/quote sections passed on roll call votes.
The commission’s approvals pave the way for street maintenance, utility repairs and facility work that staff said are timed to coordination with other projects and seasonal priorities.
