The Elyria Community Development and Finance Committees voted to approve the 2025 Elyria Tax Incentive Review Council (TIRC) report and to forward legislation to adopt the report to council with an emergency clause.
Director Scott told the committee that the TIRC met Feb. 5 and reviewed contractual compliance for companies subject to city CRA and enterprise-zone agreements; the council determined the companies reviewed were in compliance and recommended continuation of abatements at current levels. Scott also said Foster Senior Lofts requested an extension of its hiring completion date from February to the end of the calendar year because of delays closing financing; TIRC recommended approving that amendment.
The committee read the report into the record and noted the deadline to submit required materials to the state is March 30, prompting the request for an emergency clause. Mrs. Mitchell moved to recommend legislative action; Mrs. Rothgari seconded and the motion carried.
The committee's action sends the TIRC report and the Foster Senior Lofts amendment to council for ordinance action and ensures staff can meet the state's reporting timeline.
