Community development manager Alma Bayad told the committees the applicant requested a 15-year, 75% abatement to support an estimated $2,810,000 investment. Staff said the project — described by the applicants as both expansion and renovation — is expected to be substantially complete by March 2027. Bayad said the project is anticipated to create two full-time positions and generate about $150,000 in new annual payroll for the city; proper notice to affected school districts was served and no objections were received. Bayad recommended emergency passage to meet state CRA filing timelines requiring transmission of executed agreements within 14 days of execution (15 days of council passage for supporting documentation).
Applicants on hand included architect Jim Yorkes and owner/operator Ken (Kenny) Redinger Jr. Yorkes said the design doubles the existing facility, adds a two-story office to screen the industrial mass and improves shipping/receiving; Redinger described a family-owned business approaching its 70th anniversary in 2027 and said the expansion responds to lost nearby scrap-yard capacity and aging structures. Committee members asked about current staffing (about 10 at Buckeye Street plus 6 at a separate fabrication shop), project timeline (completion in 2027), and whether the two locations would merge (no immediate plans to consolidate).
After discussion, Mrs. Mitchell moved that legislation be drawn authorizing the requested CRA abatement, with an emergency clause to meet state timelines; Mrs. Rothgarry seconded and the motion carried. The committee instructed staff to prepare the necessary documents for council consideration and state submission.
