Trenton — The New Jersey Board of Public Utilities convened on Nov. 14, 2025, and immediately moved into an executive session to discuss matters the board identified as falling under exceptions to the Open Public Meetings Act. President Goul Sidobe told attendees, “We will not be taking action in today's meeting. We will be going into executive session shortly.”
Deputy Attorney General Terrell Klein told the board the items designated for closed discussion “fall in the confidential information, contract negotiation and attorney–client privilege exceptions” to the Open Public Meetings Act and cited N.J.S.A. 10:4-12(b)(1) and (7) as the statutory basis for the closed session. The board then voted by voice to enter executive session; those voting 'Aye' were audible on the record and the public livestream was paused while members moved to a different virtual platform for the closed meeting.
There were no consent-agenda items or other public agenda items for action at the Nov. 14 meeting. After concluding business in executive session the board briefly reconvened, a motion to adjourn was made and seconded, the chair called for a voice vote and the meeting was adjourned. Board staff announced the next regular meeting will be Friday, Nov. 21, 2025, as a hybrid meeting in the Board Hearing Room at 44 South Clinton Avenue in Trenton and streamed via YouTube.
The public record for this session contains the on-the-record statements that established the legal grounds for the closed meeting and that no public actions were taken during the Nov. 14 session.
