House disagrees with Senate budget substitute, insists and appoints conference committee

On Monday the Georgia House completed its procedural work on the budget by disagreeing to the Senate substitute to HB 9‑73, insisting on its position and appointing a committee of conference. Chairman Hatchett moved the disagreement; the House registered no objection to the motion to disagree and the Speaker announced the House "has disagreed to the senate substitute."

Chairman Hatchett then moved the House to "insist" on its position and appoint a committee of conference; the House agreed and the Speaker named the conferees as Chairman Hatchett, Pro Tem Jan Jones and Majority Leader Elstration. The motions and appointments were presented as procedural steps necessary to move toward a conference and to enable conferees to begin work.

The majority leader moved that the House stand adjourned until 10:00 a.m. Tuesday, Feb. 24, 2026; the motion carried and the Speaker adjourned the House. Leader remarks indicated the Senate was taking up the supplemental budget and that the House’s posture would be to disagree and insist as part of the conference process.

These floor actions start the formal conference process between chambers. No final budget numbers were resolved on the House floor during the session; the disagreement and conferee appointments set the negotiating team for the next stage of the budget conference.
