The Boulder Arts Commission voted Feb. 18 to approve a slate of general operating support reports and to release a final $900 payment to artist Ivan Espinosa, contingent on his filing an updated report by March 25, 2026.
Commissioners approved the manager’s list of reports with several recusal exceptions and unanimous voice votes among eligible members. After public comment and questioning from commissioners about missing metrics, the commission discussed whether releasing funds before a fully updated report would set a precedent. Commissioner discussion emphasized accountability and the availability of ticketing and attendance data from venue partners.
Artist Ivan Espinosa had appealed a staff recommendation to postpone approval, saying staff member Sarah Harrison’s email was incorrect when it stated the Boulder Arts Commission logo was not included on his program materials. "The Boulder Arts Commission logo is clearly printed," Espinosa told the commission, and he pointed commissioners to the Dairy Center event page and the printed program that acknowledged commission support.
Commissioners requested project-level details that were absent from the submitted report, including attendance and impact metrics and a breakdown of expenses (one commissioner noted a $2,000 rounded line for materials). Commissioners and staff agreed the missing information is available in venue records and could be supplied. "If it is updated and provided before the next meeting, we could vote online so that we're not having him wait another month," Vice Chair Jeffrey Cash said during discussion.
The commission approved release of the remaining $900 for Espinosa’s project—described in meeting documents as micromorphosis: "dancing with the fungi," a multimedia bio-art installation—on the condition that Espinosa provide the missing report information by 03/25/2026. The motion also made timely filing of the report a requirement to remain in good standing for future grant eligibility. The vote was reported as 4 in favor and 1 opposed.
The commission also approved general operating support reports for multiple organizations, with explicit recusals recorded for members with conflicts on Moon and Stars Foundation (doing business as Kundara), the Dairy Arts Center, Roots Music Project and Colorado Shakespeare Company.
The commission’s next meeting is scheduled for March 25, 2026; staff said they will work with the artist to ensure the report is completed and to document any required follow-up.
