The Village of Palatine committee of the whole advanced a final planned development for a three‑story, 18‑unit apartment building at 101 West Palatine Road to the council consent agenda. Staff said the final design is consistent with the preliminary plan the council approved in 2022 and that the building elevations were revised to lower the height and add architectural details consistent with nearby downtown projects.
Ben, the community development staff member who presented the item, said the development ranges from about 1,000 to 1,200 square feet per unit, includes masonry facades on the north and east elevations that face Palatine Road and Brockway, and retains open garages on the south and west elevations. He told council there is an existing easement the petitioner is pursuing to vacate; staff recommended memorializing the vacation in a form acceptable to the village attorney and village engineer once utilities sign off.
Council members asked about parking and balcony design. Staff said residential parking requirements apply and the developer has drafted rules and regulations for the complex; the final rules must be submitted to and approved by the village attorney and community development department and can specifically prohibit commercial parking. Architect Jim Tonaglia said the balconies are metal, not concrete, designed for standing and viewing (no cooking or bicycle storage), and include drainage so items will not fall through.
The committee approved the project on a voice vote and placed it on the evening council consent agenda, with the conditions staff described (utility approvals and submittal of final rules and regulations).
