Community development staff told the committee the village code regulates circular driveways by a maximum dimension near the property line, overall driveway width, and lot coverage; staff and the Planning & Zoning Commission concluded the request lacked the necessary hardship to justify relief. At the committee hearing, owner Filmore Morrison said he did not build the house, acquired the property in September 2022 while it was under construction, and that the existing garage door locations prevent access to a larger garage bay. Morrison said the proposed revision would move the driveway to avoid a ComEd guy‑wire, improve maneuverability for elderly visitors and the owner's infant, and reduce safety risks when backing onto Helen Road. He said he revised the design after the commission hearing to meet curb‑line dimensional requirements but still needs relief for maximum width.
Council members noted the presence of nearby circular driveways and historic curb cuts resulting from properties annexed from unincorporated Cook County, questioned whether a three‑point turnaround could address the owner's concerns, and highlighted public‑safety considerations (including ambulance access and the existence of an adjacent group home that had special zoning protections). The Planning & Zoning Commission had recommended denial; during a roll call, five members voted "No" on the variation and the motion failed. The committee reported the item out with a unanimous negative recommendation and the matter will be reflected in standing committee reports.
