Youth Congress reintroduces sports-safety bill requiring background checks for coaches and staff

Senator Santos reintroduced Youth Congress Bill 20-04, described in floor remarks as the CNMI Youth Sports Protection Act, which would require background checks for youth-affiliated sports administration, coaches, trainers and instructors. Santos said the bill aims to "protect the children of the CNMI during its athletic programs," and argued background checks are a "proactive safeguard" as local sports programs expand ahead of regional competitions.

Earlier in the session, Floor Leader Mosse moved to suspend Rule 3, Section 5 so the late-filed Bill 20-04 could be added to today's agenda. The motion to suspend the rule passed on a roll-call vote with seven members recorded as voting yes, enabling the bill's introduction on the floor. The bill was then referred to the Youth Congress Committee on Sports and Recreation.

Senator Santos credited predecessor Somi Saban for drafting the original measure, and noted local sporting events such as the upcoming Mariana Games and the Pacific Games as motivating factors for renewing the legislation. No committee hearings or implementation funding were recorded during this session.
