During public comment at the Feb. 18 Salinas Planning Commission meeting an unidentified resident raised concerns about rent control (described by the speaker as "socialism") and read an email originally authored by Ray Harrod Jr. seeking to rezone a parcel on Abbott Street from mixed use to high‑density residential to better support recently completed mixed‑use development nearby. The commenter said some mixed‑use commercial units remain vacant without sufficient residential support and asked the city to consider rezoning parts of the mixed‑use corridor toward housing.
The same commenter, who said they have worked in construction for 50 years, told commissioners they would file the email with the clerk to place it in the public record. The comment included a complaint that prior communications with council members ‘‘went nowhere.’’
Separately, Commissioner Gutierrez relayed constituent concerns about a vegetation‑clearing project behind Creek Bridge Apartments (area described as from Buranda to Constitution and adjacent to Little River), asking whether that work required CEQA review or other permits. Staff said they were not aware of the specific project number and suggested the commission could research the matter if given a permit number; staff characterized many creek works as maintenance activities that may not rise to discretionary projects under CEQA and offered follow‑up investigation.
