Moorhead commission outlines $12,500 call for interactive, youth-focused public art

City staff asked the Moorhead Arts and Culture Commission on Feb. 23 to refine a draft call for art that would use an approved $12,500 allocation to commission an interactive, youth-focused public artwork.

The draft parameters, presented by Ethan, propose soliciting proposals for a piece that invites public participation, promotes creativity and youth engagement, and is sited in a publicly accessible location such as Viking Ship Park or a future downtown plaza. Staff said proposals would need owner approval and to align with the city’s 2018 arts and culture framework plan and the 2022 comprehensive plan.

Commissioners pressed staff on what “youth engagement” would mean in practice and on the limits of the $12,500 budget. “So, with the approved public art funding of $12,500,” Ethan said when introducing the proposal. One commissioner noted a recent indigenous sculpture that cost about $20,000 and suggested the commission consider more affordable formats, such as two-dimensional interactive murals or movable panels that could be installed across parks and later combined into a permanent piece.

Several commissioners supported the idea of modular or multisite work that would involve neighborhoods and allow for broad participation. Staff said the draft call for art will include proposed selection criteria and that submissions could be reviewed by the artist review team to expedite the process.

The commission did not adopt a final call at the meeting; instead, members asked staff to incorporate feedback on youth-engagement measures and budget-sensitive formats and to return a refined draft at a future meeting so the project can proceed in time for summer implementation.
