Board approves MOA to staff a 0.2 FTE dual-credit public speaking section under 'hard-to-fill' terms

The Effingham CUSD 40 board approved a memorandum of agreement to staff a 0.2 full-time-equivalent dual-credit public speaking section under a 'hard-to-fill' arrangement.

Unidentified Speaker 2 outlined the problem: the district wants to offer dual-credit public speaking but lacks an applicant with the necessary graduate certificate in communication processes (18 credit hours). The administration drafted a hard-to-fill agreement with an internal candidate so the district can offer the course while the instructor obtains required coursework; costs and reimbursement for part of the teacher's coursework were included in the agreement.

Unidentified Speaker 1 asked for a motion; the transcript records "Motion by Andrew" and "Seconded by Erica." Multiple members verbally recorded "Yes" including Erica, Andrew, Joe and Katie as the board moved to approve the agreement.

The district will implement the agreement and the teacher will begin course work this summer to obtain the credentials required for dual-credit instruction. The agreement was presented as supporting district goals to expand dual-credit access for high school students.
